Doubt it has anything to do with the cable box since you actually cast

directly to the Visio TV; not the cable box.
I assume you have checked that the TV in question is actually connected to your wifi and you verified that by checking the network in the Vizio TV's settings.
If that is all OK, then I would check to make sure the phone, tablet or whatever you are tying to cast from and the Vizio are on the same band of the network. Newer routers are dual band (2.4 AND 5.0 MHZ). As an example, my iPhone will not print to my old HP printer unless both the printer and phone are connected to the 2.4Mhz band of the router.
If all of that is good, then next I would reset the Vizio to factory settings. Using the Vizio remote that came with the TV press MENU then find and select SYSTEM, find and select RESET/ADMIN, scroll down find and select RESET to Factory Settings. When the reset is complete unplug the TV for 10 seconds or then plug it back and turn it on. If that does not work then it's time to contact Vizio tech support.
